Enclosed are two copies of self-explanatory letter received by me from
[BLACKED OUT] You are instructed to have an agent contact [BLACKED
OUT]ersonally and and acknowledge my receipt of her correspondence. She
should be informed of the following: Special Agent training does not
include a study of Scientology nor are lectures given by Scientologists;
the FBI has never, at any time, issued any statement whatsoever relating
to Scientology and Dianetics. With regard to specific information
concerning the Scientology Center at Washington, D.C., and its founder,
Lafayette Ronald Hubbard, she should be informed that the FBI, as an
investigative agency of the Federal Government, does not evaluate any
organization, publication or individual. Information in FBI files is
confidential pursuant to regulations of the Department of Justice. It
should be suggested to [BLACKED OUT] that she might choose to direct
inquiries to the Better Business Bureau of Washington, D.C., Inc.,
Perpetual Building, Washington, D.C., for information she desires.
Further, the identity of the Scientologist about whom [BLACKED OUT] speaks
as being in her locale should be ascertained. He should thereafter be
located and thoroughly and completely admonished for any reference or
inference he makes or had made concerning alleged connections between FBI
training procedures and the administration of any part of such training
by Scientologists.
Hubbard is the founder and president of the Hubbard Dianetic Research
Foundation, Inc., for the purpose of furthering Hubbard's theory of
Scientology, an alleged science which instills self-confidence and
assists individuals in removing mental problems and obtaining human ability.

Hubbard has been described as being "hopelessly insane" by his wife in
suing for divorce and the "Washington Times Herald" of 4-24-51, in
mentioning this divorce proceeding, stated that "competent medical
advisors recommende that Hubbard be committed to a private sanitarium
for psychiatric observation and treatment of a mental ailment known as
paranoid schizophrenia."
Submit results under above caption to reach Bureau no later than 4-16-62
NOTE: Correspondent not indentifiable Bufiles. Prior Bureau
correspondence to one [BLACKED OUT] on 9-28-61, suggested she contact the
Better Business Bureau of Washington, D.C., Inc., the same procedure as
